As the global community gathers for COP30, this brochure showcases how Technology Needs Assessments (TNAs), including Technology Action Plans (TAPs), are delivering real-world impact in developing countries. Implemented by UNEP and executed by UNEP Copenhagen Climate Centre (UNEP CCC), the TNAs have evolved from planning tools into strategic instruments that guide implementation, align national priorities, and mobilize resources. Countries are using TNA results to shape policies, strengthen institutional frameworks, and deploy climate technologies that support both mitigation and adaptation goals.

This publication provides a new set of success stories on how countries have used their TNAs and TAPs to advance the implementation of climate technologies.

Technologies for Climate Change Mitigation in Developing Countries - Renewable Energy

As countries move towards more ambitious and investment-ready climate plans (NDCs 3.0), the role of nationally-endorsed technology priorities and implementation pathways becomes increasingly vital. Technology Action Plans (TAP), key outputs of the Technology Needs Assessments (TNA) process under the UNFCCC, assist countries in their technology planning and roadmapping. TAPs help translate national mitigation and adaptation technology priorities into concrete actions and project ideas across different sectors. They are essential for setting priorities, attracting finance and support from bilateral and multilateral sources, and for creating an enabling environment for technology deployment.

TNA STEP BY STEP: A guidebook for countries preparing Technology Needs Assessments and Action Plans

The Technology Needs Assessment (TNA) process comprises a set of country-driven, participatory activities aimed at identifying, selecting, and planning for the implementation of climate technologies to reduce greenhouse gas emissions (mitigation) and/or increase resilience to climate change (adaptation).

The purpose of this guidebook is to summarise the various steps in the preparation of a TNA, including associated Technology Action Plans, and to be the ‘go-to’ reference document for national TNA Teams, including TNA coordinators and consultants. It also points out the various materials that are available to guide and support the process. The revised guidance is based on the experience of the more than one hundred countries that have already conducted a TNA process and provide country examples to illustrate how the TNA project can be organised and implemented.
