COP29 side event: Implementation of Technology Action Plans to Realize Ambitious and Feasible NDCs

Transitioning to low-emission and climate-resilient development pathways is essential for all countries to achieve the Paris Agreement objectives. However, current greenhouse gas emission trends are not aligned with these international goals.
In 2025, Parties to the Paris Agreement will be updating their Nationally Determined Contributions (NDCs). The 2025 NDC update offers countries a chance to pinpoint and prioritize climate technologies, tackle challenges through enabling measures, and adopt a systems approach. By incorporating scalable renewable energy technologies into their national strategies, countries can accelerate emissions reductions and enhance climate resilience. This strategy can also drive sustainable development impacts, provided it is executed in a just and equitable manner.
The availability of climate technologies does not automatically lead to their rapid deployment across different countries and regions. Developing countries face several structural barriers that limit their ability to access and deploy these technologies at scale. Insufficient rate of diffusion of climate technologies ultimately slows down climate action.
Technology Needs Assessments (TNAs) in developing countries offer a platform to communicate their needs for climate mitigation and adaptation technologies, including through their NDCs, aiming to implement these technologies effectively.
This side event seeks to align global climate goals with the climate technology ambitions of developing countries, including Small Island Developing States (SIDS) and Least Developed Countries (LDCs), to enhance the implementation of climate mitigation and adaptation technology projects. During the event, representatives from UNEP, UNFCCC Technology Executive Committee and the Climate Technology Centre and Network will share their experiences in bringing Technology Action Plans (TAPs) towards implementation, and country representatives will share their technology ambitions and experiences based on their TNA work, which may be linked to their NDCs.
